BioLase has great patents and a superb niche, but a good reason it is not going up is disappointment over not being ready to market Millenium in the US concurrent with the FDA approval. They raised capital to get production ready, then showed on the conference call that production and distribution are not ready. So investors are fearful of another capital raise. I've noted, however, that since O'Donnell signed on, things have happened - FDA approvals, LaserSmile launch, etc. His past record is one of getting things done in the laser/medical field. In the meantime, investors are rightly wondering what happened to the money that was raised to ramp up production, and if there is going to be another trip to the capital well.
