Rubin may be concerned about dollar declining too fast. With gradual and controlled decline, everyone should be happy.

EB, all I can say is actions speak louder than words. By aggressively lowering rates, the US has allowed the dollar to fall back, and that is precisely what happened. Rubin is speaking as a voice of stability, so traders won't go wild speculating on a lower dollar.
