RS changes are very important. It immediately for me, takes the stock off the buy list and on to hold. If it breaks down and I own it long, I cover, insure, light candles and take up religion.

Dell hasn't been around as long as Cisco. That is why its RS has always been positive. It could reverse back up and create a buy signal or it could poop out.

RS on a buy or sell signal confirms the trend. If Dell broke down on its trend chart, I wouldn't wait for a sell signal on its RS chart before doing something about it. By the way, Dell has such a long pole on its RS chart that if it gave a sell signal by way of RS, the stock would be a teenager and on its way to infancy. I don't see it.
