Datek have also increased NM (no margin). I used to have a stock called Globalink which was mostly around 2 or 3 bucks it was marginable earlier this year. Now Peapod at a similar price is non-marginable. When it is above $5 the NM sign comes off. WFR is NM even though it is above $5.

The bottomline is they have tightened conditions here too.

Caroline, both shorting and margin count as borrowing, I think the SEC or Fed must have tightened borrowing requirements for brokers.
