Many mum when it comes to polls

More than 40 percent of the people included in public opinion polls refuse to answer the interviewer's questions. That number is up from 25 percent 15 years ago and seems to be climbing.

This fact feeds the skepticism of polling's critics, threatens to skew certain survey results, and worries pollsters who report that "suging" and "fruging" bear a good part of the blame.

"Suging" is pollsterese for "soliciting under the guise" of surveying. "Fruging" means "fund raising under the guise" of surveying. They're favored strategies in the telemarketing blitz on U.S. phone owners.

"What happens in suging and fruging is that someone phones and seems to conduct a survey interview. After you are asked a series of questions there is a loaded question, or statement, like, 'If you feel strongly about this issue then you can do something?' The 'something' is to send money, join some group or buy some product," explains Michael Traugott, a program direct
