That comment confused me. We already have plenty of laws protecting any human being from the fate suffered by Matthew Shepard. Are you talking about something different or a duplicate set that specifically targets gays?

I believe the murderers of Matthew Shepard will be subject to the death penalty.....I would call that ultimate justice, wouldn't you?

<edit> I see others have answered your question quite well. The very idea of "hate" crimes is ludricrous. Yet, notice how Bill Clinton jumps on such a notion, something ideally constructed to produce further polarization among groups.....He's really quite good at finding these vulnerabilities and exploiting them to his political advantage.
