*OT* -- Citizen Alert -- One of my bosses today got a $170 fine from a State Patrol for driving in the third lane (far left lane) of a section of I-5, newly designated by the State as an HOV lane (High Occupancy Vehicle., i.e. two or more people inside). This was his first offense against the state in regards to violating an HOV lane's rules.

Does anyone else think this is a bit heavy-handed? Seattle sends reported violaters of their HOV lanes a packet of educational material (and no fine for first offenders) explaining the presumed benefits of HOV lanes.
