I totally agree with your interpretation. The present tense "being raised" gives it away. It means that they are IMO bogusly representing and exaggerating their cash cache. It seems deliberately ambiguous to me.

I note, however, that the full quote below and the portion you quote above are different. The upper one omits "being" and the lower one has it.

I would be strongly inclined to sell or sell short the security in question, all other factors being equal.

The only change I would make in your cake example is this:

"We believe the money raised through the financing of our German chocolate cake division will be sufficient to meet our future expenses."

The analogy seems more exact that way, since "through private placement of securities" and "through financing" are so similar.
