I am bemused by the distinction between "existing cash" and "cash raised". Rather suggests that "cash raised" doesn't currently, uhm, "exist".I agree with Yamakita that it is a projection disguised as a certification of possession. Trim away the flowery prose and the excerpt reads not unlike a scene from a pulp novel - wherein a cornered debtor feigns indignation at the hands of Vito and Ox and declaims "Hey, I'm good for it!" "If yer gonna accept a ride in a convertible, check to see it has a floor."
