Telephone service on cable is still provided by battery backup. The 2 prevalent methods are standby power supplies (batteries) at the node location or local battery backup on side of the house or even in the house.

However, the marketing strategy of several companies has moved away from offering lifeline service to second line/teen line/fax line service that are not such critical services. They charge a lot less for these lines than from the phone company. IP telephone is good for these kinds of services also.
