If you mean when will the HDTV broadcasts become ubiquitous as is the case currently with NTSC, I believe the Telecom. Act of 1997 requires all the broadcasters to simulcast all HDTV material in the NTSC format for a minimum of 15 years after the commencement of commercial HDTV Broadcasts (presumably November 1, 1998). This is of course to ensure that all those zillions of receivers will not become obsolete overnight.

Paul, I wouldn't worry about that. HDTV is only going to start its digital broadcasts Nov. 1st. There'll be dual digital/analog broadcasts for years anyways.
