they do favor "PBA" on demand, if it is before the "age of viability", which only a doctor can determine, and by law no doctor can be prosecuted for "making a mistake". So the D&X procedure, which extracts the fetus and then it is killed, assures that there will be no live birth. Also, according to the PP website, when an abortion is performed after the age of viability (24-26 weeks), a second doctor is required to be on hand in case the "abortion" turns into a "live birth". the gruesome D&X procedure assures that the fetus will not live, because it is specifically killed with the "cranial decompression". Nice concept.
