Hmmm, that's a complicated question. But I suppose that even if the fact of the meeting were public knowledge, and so not secret, the purpose and even location of the meeting, if not divulged, would remain secret.

And so the meeting would be both public and secret. But I'm not sure these principles can be applied to the question of the Gates family trust fund.
