Such a scenario is not likely to happen, however...... ya just never know. But things are a changin' in the north, and they are likely to have all the hoops that everyone else has had, maybe more. Having a land based ore deposit that is very accessible and easily mined (comparatively speaking) is a real plus. When compared to the Diavik engineering scenario of creating dikes around their pipes in a major lake, the stuff at Snap should be a snap. Nevertheless there will be a requirement to go through the process. It is important to note that many of those processes are in a state of flux at the moment as the north and its peoples struggle to determine their own destiny against multiple levels of government and pressures from the local, national, and world markets.
Theroretically there might be some shortcuts in the processes that might allow a smaller operation to move a bit more quickly, but remember the eyes of the world are on the north because of the diamond activity and not all of those eyes are supportive of mining development. Some of those eyes are likely to make a fuss and at the least ensure all the hoops are jumped through.
With good access, consistent and high grade, and quality rocks, it will be difficult for most to ignore and I suspect that those pressures will prevail, but there will be a price. Lets hope we can afford it!
