'In a shift from previous priorities, the leaders of the 15 European Union states, meeting in Austria at the weekend, agreed that inflation was now a lesser threat than recession, and began drawing up plans to boost economic activity.

At a separate meeting the 11 centre-left leaders among them also agreed that there was a need for lower interest rates in Europe and that there should be a "dialogue" between governments and their central banks, which could be on a collision course.'
