Michelle - that's the most reasonable thing I've seen you suggest!

Means testing, phased in over some period of time seems to be one way to extend the life of the program.

As to "tremendous returns," I think you're a little out of touch with a fairly substantial number of people who rely heavily on their SSSI benefits checks. It does not just include the elderly, but surviving spouses and young children as well.
