Now, at last, Walsh's investigation is close to completion. The possibility of any significant
indictments has been canceled by the pardons, and all that remains is the writing of the final
report. This report, very likely to be edged with more anger than Walsh's previous reports,
will also contain, as the judge put it to me, "things we were not able to prove." Walsh says,
as far as our basic understanding of Iran-contra is concerned, the report "will not turn night
into day." But his willingness to include conjecture and speculation will come as a relief to
those who have wanted him for a long time to say not just what he can prove but what he
knows.

"Walsh's job was to determine what crimes were committed and who should be prosecuted,"
say Mary Belcher, a close aide to the judge. "And so the final report will concentrate on
individuals rather than sweeping generalizations about the events. As for the world of covert
action, there will be certain conclusions that will be as plain as the nose on your face when
you read them."
