Well said, John Rizzo.
Certainly in a few companies, the CIO has some decision making ability, but among the prime SEBL customers, most of the important decisions like this one would come from the CEO probably in concert with the VP/Sales/Marketing, the top finance guy, and the CIO would sit in on the meeting...or maybe get a memo telling him what the plan is at a later date.

What was the name of the company who thought this stuff was sold to IT......I think it starts with a "v". Look at how successful they were.
