Not sure if this was said ?
All Datek and NDB traders cannot buy bulliten board stocks.
Perhaps there are many more. I feel this is why stock came down.

I believe the IBD article you mention is referring to the governments proposed encryption standard the "Clipper chip." It's a "big brother" solution offered by the National Security Agency who are the only ones KNOWING how it works. Neat huh?
