It's very difficult to crack down on the offenders, because they could just say that "so and so, who is not an insider, told me about the good things happening with this country" and so on down the line. And then people start to realize that it is in a circle, and nothing gets solved. Very tough to trace false statements in order to manipulate the price, unless it's pretty concrete in the form of a press release, as evidenced by RMIL. The Evil Dead
