I have been following SEPR practically tick-by-tick for the last 2 years. My observation of this repeated late-day spike is an indication of some institutional buyer accumulating the stock quietly, so as not to jack the price higher and create attention until his position is completely filled. Usually these actions of late-day price spikes occur for several days before SEPR makes a major move on the up-side.

Other times, the MM (especialy in the absence of large volume) almost always tries to bring the stock down to shake out the weak Call-Option holders and let these options expire worthless. Notice that there are still a relatively large open interest in the November 65 Call Options.

As for buying the stock, my advise is to buy it around mid-day (never first thing in the morning). That is usually when the stock sells off on some profit-taking during the day. Today's closing was very impressive after it tested the 50-DMA and bounced off that level on some good buying. Watch for the mid $70's very very soon. Good Luck.
