Teligent is engineered for rain. Water inferference is a bogus issue for microwave wireless. Cellular Vision, for example, continued to provide cable service during a hurricane a few years ago while the coax systems went down because of flooding in the head end. H20 molecules in the glass are one of the chief sources of interference in fiber. The answer is to overdesign the system and that is what Teligent did.
