The Bear Stearns data is misleading because the bourses have fallen so low that it doesn't take uch to give it a large percentage gain.

The lucky person who bought at the low couldn't care less how much the bourse is off its high. His/her gain is still the same.

The point I was really trying to make is that sometimes the news gets so bad that things don't have to get better for markets to rally. How much have things improved in Indonesia since Sept 21? Not much if at all! Yet despite the "blood in the streets" the market there has gained over 30% and the currency has gained almost 45%. A brave U.S. investor would have been rewarded handsomely for his courage.
