This is exactly why many(Milton Friedman and George Shultz) argued against IMF. Schultz said IMF has been a destabilizing factor in Asia. Rather than allowing imprudent lenders to suffer the averse consequences of their reckless behavior, IMF rewarded them. If I were told to invest in junk bond with 30% yield and bail-out safeguard, I might join the bet too.
