If you use a broker that offers it, that's all you need to do. Just ask your broker if they have SelectNet access, or direct Instinet, something like that, and allow you to call in or place trades remotely/electronically outside market hours. Usually they will take your order 30 minutes before and 30 minutes after hours.

It all depends on your broker. I believe you can use M.B. Trading, Castle, A.B. Watley, CyBerTrader, the Executioner, probably Watcher, and others like that. These brokers all give you direct access. Generally, browser-based brokers do not offer this. However, some phone-in type brokers do. Yamner, for one, probably does and I would highly recommend them if you are new to this and want to minimize your risk.
