Everybody and CNBC says that. I did some checking and found this:

All Fidelity Sector Funds have fiscal years ending Feb.
At least they did for Feb.'98.

Vanguard funds have FYs ending anywhere from Aug, to Jan.

I haven't checked any other fund families.
Please correct me if I'm wrong.
