Ordering certificates out does not prevent shorting as BB shorters can actually short more than the float. What does help is when so many certificates have been ordered out that the MM's have to make good on delivering a certificate when one does not exist, this will cause them to have to cover (squeeze). I hear the short interest is pretty low, but like you said, it is subject to manipulation, up on 200,000 and then right back down on only 5,000. Only when enough buying comes in over a few days will that practice stop.
