Hi Tip, coincidinkly I am reading a law review article written in 1933 re: regulation of public utilities during the depression. Snooze, unless it's up your alley. (46 Harv.L.Rev.745(1933)). I didn't realize that public utilities are only private enterprise in which gov't tries to make sure private enterprise makes a profit, and is compensated for investment which favors public "weal." In retrospect, living in land of Beltway bandits, I was naive. If you can suck up to the public tit, what incentive to do otherwise? CobaltBlue
