I can not speak for AENG. I found the article interesting because of statements made on the OX2 web site

AENG's Mission
Successfully achieve commercial introduction of the OX2
engine. The primary focus of the company will be on the commercial
introduction of the OX2 engine and the subsequent licensing of
the OX2 engine technology to approved manufacturers.


It is the company's objective to respond to industry requests
on a timely basis and to identify and enter into joint venture
agreements with appropriate parties to develop the engine for
specific applications. It is our belief that this will prove to be a
cost effective and efficient method of commercializing the
technology in an expeditious manner.

The purpose of the joint venture is to develop vehicles and engines to
demonstrate the advantages of the OX2 engine over conventional
technology.


To develop the engine they need development tools. It is my opinion that AENG's chances of successfully marketing the OX2 will only be enhanced by using "state of the art" hardware and software.
