No I don't think it's fair.If you want to test every proposal in the
field before you specify it the standrdization work could take
10 years.What QCOM is saying is that lets go with IS-95 until
something else is proving superior.That sounds good in the news
and the public but in reality that means that nothing else than the IS-95 solutions will be implemented.It's very difficult to prove that
something is superior in a lab.You will only see how a system works in
a real environment with a lot of subscribers.
"Why isn't UTRA a complete proposal?" As you probably know
ETSI decided on WCDMA in Februari.A final version of the UTRA
is of course not ready.Ericsson and Nokia probably has ideas how
it should look like.But there are over 2000 votes in ETSI.I think Ericsson and Nokia has less then 100 of them.It's not like everyone
seems to think that Ericsson is running ETSI.
