I have never heard of this survey and have little faith in ZD Market Intelligence, whoever they are. The general wisdom is that IBM and HP are getting their butts kicked and last week's IDC numbers would seem to support that, but IDC does not get down to the resolution which would show retail sub 1K machines as a category.

This looks to me like FUD but I'll see if there is any other (i.e. reputable) data to support the claim.

PS: took a look at ZD Market Intelligence's site, don't really know what to make of it yet, they seem to be all over the map. It looks a little bit like they do a lot of slicing and dicing so that almost everyone can find a statistic or ranking that they like. That's a way to build those corporate subscriptions, which seems to be the real goal here.
