Anybody know if the bios will recognize an IDE video card?

Did you really mean this or did you intend to say ISA video card. If you meant ISA video card the best way to find out is try it. To the best of my knowledge you won't do any damage by trying to boot up with an ISA style video card. I assume if you meant ISA, the video card produces analog output. If it is an older ISA video card with digital output than make sure your monitor will accept a digital signal.
