legislators have opposed draft amendments to introduce a fuel tax and
subject democratically elected village committees to local government
control.

Members of the National People's Congress Standing Committee
opposed the fuel tax and argued against the draft amendment to the
Organic Law for Villagers' Committees, Xinhua reported.

It is extremely rare for official media to give prominence to such
arguments against pending legislation in the NPC.

Premier Zhu Rongji's State Council submitted the fuel tax proposal - in
the form of a draft amendment to the existing Highways Law - to the
committee.

The aim of the "major reform" was to distribute the burden of road
costs among users, eliminate the unauthorised collection of road fees
by local officials and promote central government control over
revenue.
