when a house is being built, one can follow its progress daily by seeing how it is coming up from the ground, brick by brick. when it comes to negotiations with foreign telcos/foreign governments, one cannot see the daily progress due to the nature of the negotiations. one will only see the final result in a signed/announced contract! I choose to believe that while one may not see the daily progress, unlike a house being built, progress is being made with daily negotiations and one day, things are done!!!! there may be "clues " along the way, but only time will tell :))))
