I have had good luck with a good pencil eraser (ticonderoga) on track ball wheels..also on the feeder wheels on my printer when they become slick and stop grabbing paper. The eraser is effective on a build up of glaze.

Could it be a software/driver issue? Are you using the drivers for the older serial mouse or the PS2 mouse?

No it is not a drivers issue. During boot up Windows 98 detects what type of mouse is installed and automatically installs the correct driver.
