You're definitely confused. The RBOCs can never achieve what the FCC deems adequate opening, so they don't try. The government is operating on vendetta. They believe the RBOCs would collude and reform the equivalent of the old Ma Bell which is built on the erroneous assumption that the RBOCs trust each other. To think that way is to forget that they are individuals. What is the connection between local and long otherwise? None. To apply a true free market criterion would create great competition at every level. You'll never get confirmed socialists to believe that.

The merger isn't being blocked because of ATHM. Where did you get that idea? Read my earlier posts. There is no requirement that a long must build a local? What has that got to do with anything?

Everything you're saying is indicative of the FCC understanding of these matters. It's prejudiced against free market solutions and so are you even though you think you aren't. You want free market solutions under conditions which make the market fair, and that is explicitly contradictory. For, when they're legislated to be fair, they're no longer free and they are neither fair nor efficient. This is the biggest failure in economics of the 20th century. The universities have been particularly poor at elucidating the truth here because they have a social agenda to fight for the poor. They accomplish the exact opposite.
