Well, the rest of the country doesn't operate like California. getting permission to hang sites from a townships lamposts is not just getting permission from the CPUC to use the power, but also the various local issues that townships have. It's already VERY difficult in the cellular business to get permission from certain towns - now you add the complexity of having these hang from tons of street lamps - and there are going to be as many objections as there are city councilpeople.

If it were that easy to put them up, MCOM would have lighted up a ton of more cities than it has done so far.
