Ratan:

Actually a falling VIX confirms a particular market move... It means that there is less volatility... So, an up move tends to continue going up and a down move tends to continue going down... Since we are in an up move right now with falling VIX, I see this as bullish for a continuation of the up move...

It's more bearish than bullish.. VIX was at these levels before the selloff in August - But VIX was in the 20 area from April to May - go figure. One possibility is that in a market that has been volatile, the VIX may be better able to predict short term trend changes.
