There was no support among the Arab states for taking out Saddam. Turkey, Iran, and Syria don't want a Kurdish state. The Saudis and Kuwaitis don't want a Shiite state possibly allied with Iran. There was no support from the Russians, Chinese, and French who want to be repaid by Iraq for debts and are fearful of an dominant U.S. in the region. All of the Arab states don't want the U.S. or Western force occupying Iraq and possibly engaging in "nation-building" in a Muslim nation. Most of the friendly pro-West nations have enough problems with fundamentalists. Plus nation-building didn't work too well in Somalia, another Muslim nation.
