mandate government agencies to buy 'CYRIX/AMD' based machines
as much as possible (providing those machines do the same job for
less). Had to qualify the purchase since we pay tax to pay for

I think you read it wrong.

Intel just PASSED Cyrix in the sub $1000 PC market.

Look for Cyrix to sink further.
