Your geographic area must be routed through a different NAP than his. Also, it's dynamic; it can change from one hour to the next as various routing tables are modified.

My local yokel ISP (large for an independent) peers with UUNet, Sprint, MCI, Time Warner, and a couple of other backbones. @home should (and may) do the same thing. However, not all points in their network may necessarily use the same routing tables due to their wide geographic deployment. In fact, I would not be at all surprised to find that some @home to @home traffic might actually leave their network to get from point to point.
