Depends on if it trades after the filing. For instance, I can think of one company, Ultrafem (UFEM) who filed Chapter 11 this spring. Its stock traded at 1/16 for a few days after the filing, then went to zero. In that instance, you don't have to cover. Unfortunately, I did <G>

You are required to cover. If you can't get the shares to return to the one you borrowed them from, you may have to go shopping for the shares via solicitation, door to door shopping. Either way, those shares have to be returned to complete the transaction, regardless.

There are all sorts of stories about finding shares to cover a short position. If you can't cover, you make no money!!!
