You should learn how the federal government works. The Executive controls the FBI and Treasury agents. Clinton and Reno ordered those agents into action - they had no ability to act on their own in those decisions. Clinton the coward let General Reno take the credit for that disaster and no one other than Dan has claimed that Bush was somehow responsible for Clinton's actions. The economy rebounded despite what Clinton did. The economy was in full rebound in 1992 after a very short dip in late 90-91, well before Clinton was elected. Clinton's only economic legacy, his massive tax increase - only hurt the rebound and explains why the economy under Clinton has performed more poorly growth-wise than any other post WWII recovery.
