NEW YORK, Nov 3 (Reuters) - The Wall Street Journal reported the following business stories in its electronic edition on Tuesday: * The SEC is preparing new guidelines aimed at clarifying what is "material" in corporate disclosure, but the move is likely to fuel more debate. * The NASD-Amex merger was completed, and officials expect some smaller, harder-to-trade Nasdaq companies to consider switching to the Amex. The NASD also said the new entity will lay off some employees.
