Ole Jimmy gutted the CIA so bad that 12 years of Reagan/Bush couldn't fix it? Not that the CIA was ever particularly good at intelligence, they got too wound up in installing people like Mobutu all over the world. Jean Kirkpatrick's "totalitarians" are all gone, but there's still plenty of our "authoritarians" around, unfortunately. They were supposed to be the reformable ones.

Sadly the US has a terrible record when it comes to on the ground agents. When East Germany broke up and records became available it was found that they had every one of our agents fingered. I doubt if we have improved any since. The CIA seems minimally competent at best. Maybe we need a new agency.
