NDS design decisions not necessarily bugs. All software is created with design guidelines, perhaps some not doc'd or reviewed :-) The tradeoffs made within NetWare may have been expedient and allowed a window of opportunity. But they also doomed the platform to a NOS file and print niche. The market has spoken on Directory enabled applications: NT 600+ NDS 30+

I agree that Directories are specialized databases characterized by read intensive, update light operations that must replicate and maintain reasonable consistency.

As far as the maintenance of software, Microsoft and Novell have a lot to learn in the Enterprise space. Microsoft provides service packs as milestone releases that a company can implement as opposed to the weekly patch scenario of NetWare. Neither approach is perfect.
