For years the CIA was saying the USSR's economy was growing at twice the rate of USA's. They predicted with absolute conviction that USSR would surpass the US economy by the Mid 70's.

And when was Jimmy Carter President, David? Who screwed up the CIA, which was so good before he came in? Maybe you could take this up with Ish?
