I don't disagree with you about the impact of the food sanctions but it's also true that where the food does reach certain factions the Iraqi military will make sure the people don't get it. Not too different from Ethiopia, Somalio, Rwanda, etc. Ending the food sanctions won't change conditions for those people who are enemies. It's likely the statistics Terik Aziz quotes include those villages that the military raid. A no-fly zone doesn't prevent Saddam from using heavy land transport to bring in troops.
