I'm not a historian but here is my best shot.

They all claim to when being compared to another nation. But, when you quiz them about the specifics on the inside of their own country they all admit that they are far from it.

Historically you have to go back to the times of pre-Ottoman Empire to see governments effectively applying principles of Islam. During these times which represented the dark ages for the western countries, science was alive, cultural development was thriving, and many basics that later were developed into standards of science and society even for the west were established for the first time in the world. Since then hundreds of years of corruption, I am sorry to say.

For example, and this will surprise you; the tough desert nomad cultures did a back flip when the equality of women was declared, infanticide of female babies was forbidden, and slavery was abolished. That was almost 1400 years ago. The Arab cultures were certain that such a wimpy religion would never succeed.
