While I'm not Bill Fleckenstein's greatest fan, he is a very astute short seller and bear. His clients have not been punished for some of his more publicized bearish bets if you examine his investment results. In fact, I would guess that many of his more surprising bearish remarks are for the sake of keeping his name and face on CNBC. As an investment consultant, I have to admit that diversifying your portfolio into short selling can signifcantly reduce the risk (standard deviation) for the same amount of return over the long run.
